🔬 The Science

Phenoxyethanol (also called 2-phenoxyethanol) is an antimicrobial compound that has been used in cosmetics for decades. #1: It works against various bacteria—both Gram-negative and Gram-positive types—as well as yeasts (J Eur Acad Dermatol Venereol, 2019). Importantly, it has only weak activity against the resident skin flora, the helpful bacteria naturally living on your skin (J Eur Acad Dermatol Venereol, 2019). From a safety standpoint, regulatory bodies have thoroughly evaluated phenoxyethanol. The European Scientific Committee on Consumer Safety determined that #2: it is safe for all consumers, including children of all ages, when used as a preservative at a maximum concentration of 1% (J Eur Acad Dermatol Venereol, 2019).

While some adverse effects have been observed in animal toxicology studies, these occurred at exposures roughly 200 times higher than what people experience from cosmetic products (J Eur Acad Dermatol Venereol, 2019). #3: Phenoxyethanol is a rare sensitizer and is considered one of the most well-tolerated preservatives in cosmetics (J Eur Acad Dermatol Venereol, 2019). When phenoxyethanol enters your body through skin or mouth, #4: it is rapidly absorbed and extensively broken down into metabolites like phenoxyacetic acid and 4-hydroxyphenoxyacetic acid, which are then excreted mostly in urine within 48 hours (Arch Toxicol, 2024). Peak blood levels occur about 1 hour after oral exposure and about 3 hours after skin exposure (Arch Toxicol, 2024).

One caveat: a 2020 laboratory study found that phenoxyethanol, along with several other preservatives, was toxic to specialized eye gland cells at concentrations at or near approved human use levels (Exp Eye Res, 2020). This research was conducted in cell cultures rather than in living humans or animals, so the real-world relevance to typical cosmetic use remains unclear.
